Policy Review and Strategic Direction for Waste-to-Energy (WtE) Development: A Case Study of Refuse-Derived Fuel (RDF) (Available only in Bahasa Version)
This study provides a comprehensive review of policies and strategic directions for Waste-to-Energy (WtE) development in Indonesia, with a particular focus on Refuse-Derived Fuel (RDF). It aims to support the formulation of a long-term roadmap for RDF and WtE development, while assessing the current policy landscape and identifying key gaps in implementation.
The analysis covers both the supply and demand aspects of RDF, as well as the broader enabling environment, including regulatory frameworks, institutional arrangements, and financing mechanisms. It identifies critical challenges such as limited system readiness, fragmented policy alignment, and constraints in market development.
Based on these findings, the study proposes strategic directions, phased development pathways, and policy recommendations to accelerate RDF deployment in Indonesia. It emphasizes the importance of strengthening the overall ecosystem—including governance, financing, and stakeholder coordination—to ensure sustainable and scalable implementation of WtE solutions.
